Calories are based on weight so legally if the ingredients are under a certain weight they can put 0 calories. It's most likely has calories.

Anything under 5 calories per serving (like vinegar, pickles, splenda, equal, butter spray, etc) can legally be listed as 0 calories. This specific bottle of vinegar has 16 servings, so it's likely the entire bottle actually contains 64 calories (16 servings x 4 calories).
